take a sample rain photo select it through a marquee tool repeat the same part through healing brush on a new layer you can also give more effect by adjusting the hue and saturation. now adjust the opacity to look real

How to clean your skin pigments and add a digital make up on your photo. I havent worked more on this you can add more such as earings changing eye colors. this i did in 5 minutes time so if you have more time you can do it much better just play with perfect colors, gussian blur effect and of course changing the Opacity dont forgot to use the extra layers on this
